Abstract | Recent decades have brought mounting calls for higher education institutions to demonstrate their value to students, parents, and policymakers. From state-level accountability schemes and funding formulas that include indicators of performance to the Spellings' Commission 2006 report entitled A Test of Leadership, colleges and universities have faced ever-growing scrutiny. That scrutiny reached a new level recently, when the US Department of Education announced its plan to create a rating system for colleges and universities, with the eventual aim of tying institutional performance to federal financial aid. These developments raise numerous normative and political questions, from the role of federal and state governments in regulating higher education to the outcomes that ought to be considered in evaluating institutional performance. |
