Abstract | Education for All (an international movement of governments, non-governmental organizations, civil society and the media) set objectives in Jomtien (1990) and reaffirmed in Dakar (2000) that, among other things, work towards all children having access to free, compulsory, good quality primary education by 2015. School dropout may hinder the achievement of the goal of education for all, especially in the developing world. There, most countries are faced with this problem, mainly in primary education. Relapse into illiteracy is a risk faced by pupils who leave school before acquiring basic literacy skills. The more developed countries are not spared the problem of school dropout either. It just happens later. The universalisation of primary education and, above all, the strict enforcement of compulsory education legislation, has meant that pupils wait to drop out until they reach secondary education level. In these countries, leaving high school without a diploma or a qualification presents social and economic integration issues for young people. The objective of this document is to highlight the global dimension of school dropout both in developing and developed countries. Lack of education or of minimum basic learning experiences makes young people vulnerable to social exclusion, thereby depriving them of opportunities for personal development and active citizenship. The causes of dropout are basically social and economic, even when they are related to school, and therefore call for measures that are in line with poverty reduction policies. This paper describes the extent of school dropout in developing and developed countries and attempts to highlight its causes. In addition, the analysis focuses on gender disparities that may exist in access to and participation in education as well as in school retention. (Contains 1 box, 1 figure, 3 tables and 1 note.)
