AbstractThe "Programme for Government" is the Welsh Government's plan of action for this term of the Assembly. At the forefront of the programme is growth and sustainable jobs. As a small economy, still recovering from the decline of manufacturing and the coal industry, Wales' economic and social outcomes are inextricably linked. Certainly, the link between improving skills levels and educational outcomes, and fulfilling the core aim to "strengthen the conditions that will enable business to create jobs and sustainable economic growth", has not been missed. The programme places significant emphasis on improving Welsh skills for employment through a range of measures including: (1) the Jobs Growth Wales programme, which will provide employment and training for 4,000 young people; (2) increasing apprenticeships for young people; (3) investing in the Steps to Employment programme to support adults finding routes into employment; and (4) continued investment in the Wales Union Learning Fund. Explicit in the programme is also the commitment to evaluate post-16 basic skills activity and define a policy to influence future delivery. The programme echoes the Minister for Education's commitment to drive up standards in schools in Wales, particularly in literacy and numeracy. While light on measures relating explicitly to adult learning, the Welsh Government's actions point to an ongoing emphasis on education, where progression both pre- and post-16 is key. Actions include: (1) improving early-years education by providing family-focused interventions aimed at involving the whole family; (2) improving school attainment through introducing a statutory literacy and numeracy framework; and (3) improving further and higher education through further institutional mergers, closer collaboration across a range of providers, and reforms to the planning and funding of FE and HE. HE in particular will be re-focused to ensure it supports economic development in Wales. (ERIC).
