| Abstract | The National Strategic Skills Audit by the UK Commission for Employment and Skills found that one in eight adults of working age has no qualifications; more than a quarter are not qualified to Level 2; and almost a half are not qualified to above Level 2. The CBI report, "Ready to grow: business priorities for education and skills," surveyed 694 employers, which together employ more than 2.4 million people. It found that half of them are concerned they will not be able to fill posts requiring the right graduate-level or higher skills in the coming years, and a third do not believe it will be possible to fill intermediate-level jobs, requiring skills equivalent to A-level. In addition, four out of five people who will be working in 2020 are working today, and that means improving access to training and learning in the workplace now. However, those in most need of help to improve their skills are the least likely to get it; fewer than one in 10 without a qualification are offered regular training. The author suggests that there is a need for a radical new thinking on training. The challenge, he says, is to create a framework of obligations, incentives and statutory rights which prevents bad employers undercutting the good. (ERIC). |
