Abstract | This article explores school districts such as New Haven (Connecticut) Public Schools, whose local union is an American Federation of Teachers (AFT) affiliate and where a shared concern for students has trumped the often adversarial union-management relationship. The author discusses what makes the successful contract negotiations headed by David Cicarella of the New Haven Public Schools noteworthy. This contract links teachers' evaluations to standardized test scores for the first time, makes it easier for the district to fire those who don't measure up, and allows the city to replace underperforming schools and their employees with new charter schools and new employees. Education Department General Counsel Charlie Rose stated that the successful negotiation signifies that rank-and-file teachers are willing to support bold reform. As most states are still keeping ineffective teachers in the classroom, this makes the results of the negotiations in New Haven more noteworthy. AFT President Randi Weingarten emphasizes that there's starting to be a recognition of working together rather than fighting in the sandbox and that's why New Haven is so important. It's a culture of change where labor and management are now interlocked in order to help all kids succeed. (ERIC). |
