AbstractNetworking has helped local education authority (LEA) providers of adult and community learning (ACL) get to grips with the current inspection regime. David Sherlock, Chief Inspector of the Adult Learning Inspectorate (ALI), observed, as he launched his third annual report, that their willingness to work together in the face of initially disappointing inspection outcomes has been a real asset. 2003-2004 was only the second year of ACL inspections. Yet there has been a "clear and sustained improvement" in ACL, as well as in work-based learning for young adults and JobCentrePlus learning programmes, which have been subject to inspection for rather longer. This year, grades for leadership and management improved significantly. The overall picture for ACL provided by LEAs, voluntary organisations and specialist adult education institutions shows that 28 per cent of organisations were judged to be good or excellent in leadership and management, compared with only eight per cent in 2002-2003. 34 per cent were judged to be less than satisfactory, compared with 44 per cent after the first year of ACL inspections. For LEAs, the largest group of ACL providers, the increase in better leadership and management grades between years one and two was dramatic. Whereas only three per cent were graded as "good" in year one, this rose to just over 20 per cent in year two. Four ACL providers were among the very best, with all of their provision, including leadership and management, graded 1 (Outstanding) or 2 (Good). (ERIC).
