Abstract | Many states are currently working to define secondary career and technical education (CTE) content standards that specify the knowledge and skills students are expected to master in CTE program areas. This study explores the progress and status of states in developing statewide secondary CTE standards systems. An exhaustive online query of CTE standards systems across the 50 states and the District of Columbia was conducted in 2006, proceeded and validated by targeted follow-up interviews with state officials. The results show that Louisiana, Mississippi, North Carolina, and Ohio are at the forefront of CTE standards development in ways consistent with recent federal legislation. The article also describes the relationship between the CTE standards system and other standards systems in each state (e.g., secondary academic standards, postsecondary technical standards). Overall, there is a great deal of variation in the secondary CTE standards systems across states, thwarting cross-state comparisons for both researchers and policymakers.
