Abstract | In the inaugural issue of the "Journal of School Choice," John Merrifield offers an important, insightful, and highly provocative critique of charter schooling in an effort to "get people to think about the issues...and seek additional evidence". In "Charter Laws: Disaster, Detour, Irrelevant, or Reform Tool?" Merrifield maintains that economic theory and the limited evidence extant suggest that charters would more likely act as a distraction from real school reform than as a genuine reform tool. In this article, the author presents a rebuttal on Merrifield's arguments focusing on resources and innovation, charter school outcomes, and impacts on other schools. (Contains 1 note.) (ERIC). |
