AbstractThe question of how much a schoolteacher "should" be "worth" has been vigorously discussed recently by politicians and educators and, increasingly, by economists. Everyone agrees that teachers' compensation ought to be decent and a great deal higher than it is today. However, although spending on education as a whole and on teachers' salaries has been increased many times, and substantially, the schoolteacher's position on the intersectoral scale of relative wages and salaries has hardly changed at all. This article analyzes how wages and salaries are actually formed in a specific segment of the labor market, the general education schools. In this article, the author examines the specific characteristics of the functioning of the labor market in the budget-funded sphere (using the general education schools as the example); analyzes the average level of the pay earned by school employees as a whole and teachers in particular, and the differentiation of compensation among different schools and regions; studies the structure of teachers' pay from the standpoint of the sources of that compensation in the general education schools and how these sources are related; and shows how people's earnings are adapted to the local labor markets and how the level of teachers' pay, the mechanism by which it is formed, and policies of employment are interconnected.
