AbstractThe literature on school reform is very extensive. An interesting addition to it are reports on broad-scale system reform describing how primarily large urban districts are restructuring in an effort to close the persistent achievement gaps existing among students of different racial, ethnic and socio-economic backgrounds. As compared to reform at the individual school level, system-wide changes are more difficult to implement because of the need for coordination but, if carried out adroitly, they permit the educational betterment of a larger number of students. Successful whole-district efforts improve teaching, learning, and administration through the identification of best practices in individual schools, their application system-wide, and the realignment of the entire organization so that every component works toward achieving the same goal. This article describes briefly the steps the Elmont school district leadership took to raise the achievement level of its students in all six schools, while at the same time improving the management of the entire system.
