Abstract	As noted in the literature, the current process of the formation of the information society (the "learning society") represents a strategic prospect of the development of humanity. In connection with this, the array of problems associated with "university education" is being studied intensively, and universities are considered one of any nation's strategic assets. It is worth pointing out that until relatively recently, university education had quite precise criteria and standards, and its content was stable and relatively easy to forecast. At present, though, universities are rapidly approaching the point when classical, formal education, is coming to be effective only in part, because it is difficult to apply to activity and to changing competencies that are becoming more and more individualized. What happens is that there is a deficiency of reliable and universal criteria for rating the quality of education. For example, in Europe, Lithuania is characterized by quite high indicators of formal education, but at the same time it finds itself ranked in last place when it comes to the effectiveness of the use of education. The present circumstance represents for Lithuania as a member of the European Union a "push factor" for revising the national strategy for the formation of the information society. And, of course, it is not only the country's backwardness in terms of technical parameters that makes the problem so difficult to solve. It will be a great deal more difficult to achieve a breakthrough in the public's consciousness. This article looks into the university education in Lithuania as it goes through transformation.
