Abstract | For the last year, an independent panel chaired by Sir Adrian Webb has been evaluating the role of the further education (FE) sector in the delivery of education, lifelong learning, and skills in Wales. The challenges facing the panel were considerable and its remit broader than that of the Foster review in England. In response, the final report makes no fewer than 136 recommendations. The presentation which accompanied its launch opened with some positive signals for adult learning. It had a particular emphasis on social justice and learner entitlement. There was an acknowledgement of changing demographics and the need to ensure skills delivery goes hand-in-hand with economic development strategy. The panel also expressed a view that the narrow skills focus of policy in England, based primarily on Train to Gain, would not be appropriate for Wales. A broader approach, recognising the importance of a range of learning opportunities, seemed to be favoured. There is much to welcome from the Webb review, although there are significant risks to be managed in relation to the proposals on employer-led learning. (ERIC). |
