Abstract | Rather than continued reliance of high-stakes tests to increase student achievement, a practice for which the author feels there is little supporting evidence, the author urges for educators and educational leaders to work co-operatively to enact insightful, data-driven policies to improve student achievement. In this article, the author argues for the need to increase the quality of teachers and the number of expert teachers in hard-to-staff schools because that might be the best solution for raising substandard levels of student achievement in those schools. The article describes the results of a survey of the most highly qualified teachers in Arizona to understand their job-related preferences and the policy changes it would take to recruit them into hard-to-staff schools and then to retain them. These teachers included National Board Certified teachers, teachers recognized for having extraordinary success in teaching in high-needs schools, and teachers named Teacher of the Year or Ambassador of the Year.
