Abstract	This article reports that American visa procedures have prevented graduate students from taking advantage of the Iraqi government's program to study in the United States. Iraqi students seeking to come to American colleges on full scholarships from the Iraqi government face so many hurdles in obtaining a visa that few are able to enter the country. Iraqi students who want to use the scholarships in the United States face a sort of Catch-22: Although the American Embassy in Baghdad is the largest in the world, no student visas are processed in Iraq, because of the security situation there. Only about 25 students now in the United States have been able to use the Iraqi scholarships and the program wants to send some 400 graduate students to American colleges. The problems, the Iraqi officials said, pose a major obstacle to their government's efforts to improve a higher-education system that has been hobbled by a generation of academics cut off from the scholarly world by the embargo of the country before the war.
