Abstract	This article examines the nature of the post-developmental state in the Republic of Korea with respect to skill formation and training. It takes as its starting point the changing structure of the labour market in relation to elements of economic globalisation. In responding to these changes the state has introduced new actors with respect to training including private training establishments and agencies within an emerging civil society. However, it argues that deeply held cultural views about the nature of work retain significance in charting the future role of the state with respect to skill formation and training.
