Abstract	"Quality Counts 2008" reintroduces state grades in six key areas, from the Chance-for-Success Index to the teaching profession. Swanson); (3) Data Yield Clues to Effectiveness (Bess Keller); (4) Advancing Pay for Performance (Vaishali Honawar and Lynn Olson); (5) Working Conditions Trump Pay (Debra Viadero); and (6) Grading the States (Christopher B.
