AbstractRebecca New describes a history of selective enthusiasm for Western European ideas about children, the period of childhood, and the potentials of early care and educational services. She further acknowledges the European origins of many features of contemporary early childhood education, including the prevalence of educational toys, the principles of early intervention and early childhood special education, and the almost-universal presence of kindergarten in children's lives. Also acknowledged in this history of educational borrowing is the culturally embedded process of selecting, from a variety of options, those that seem most suited to the American context and then modifying practices to accommodate to local interpretations. More recently, thanks to increased globalization of professional gatherings, internet exchanges, and international travel, greater numbers of teachers and scholars are sharing ideas and debating policies, leading to a more collegial and collaborative approach to school improvement and educational reform initiatives. New concludes with a call for a more inclusive network of exchange beyond the Western European nations to address widely shared global concerns as they play out in particular socio-cultural contexts.
