| Abstract | It is difficult to find a person who unabashedly admires each and every detail of the No Child Left Behind (NCLB) Act. However, amid all the howls and moans about the implementation of NCLB, the flywheel has been whirring, catching, and turning. In some places, it has turned more than in others, but no matter what the underlying philosophy or concerns about the flaws in NCLB, the cogs have continued to move into place. Since the last quarter of 2002, the Education Commission of the States (ECS) has been tracking activity related to 40 different elements of NCLB in all 50 states and the District of Columbia. It has been an enormous undertaking and one in which staff members have had to engage in considerable discourse regarding the interpretation of many of these elements. This article discusses the progress and positive changes that have come out of the No Child Left Behind (NCLB) Act. (ERIC). |
