Abstract | The place accorded to local needs in governance of the United Kingdom's newly-reformed system of postsecondary education is explored. First, the relationship between centralized system policy and institutional interests is examined and the role of mission statements is discussed. A study of the content of 230 mission statements from a variety of postsecondary institutions is also reported. (MSE) |
