Abstract | Aid to Families with Dependent Children (AFDC) is unsatisfactory: it is biased against the poor, and allows the government to control the poor. Evaluates Massachusetts' Employment and Training (ET) program, and New Jersey's Realizing Economic Achievement (REACH) program.
