AbstractData and technology can be used for achieving many different objectives, and their applications should be driven by major stakeholder needs. Already there are emerging projects and innovations that will lay the foundation for a new public-private data infrastructure to produce a more dynamic and equitable talent marketplace. The launch of the T3 Innovation Network seeks to create a comprehensive and coordinated vision for building an open, public-private data infrastructure for matching credentials and opportunities. This new data and technology infrastructure will enable employers, providers, and learners to be more agile, where learning is ubiquitous and competencies become the new currency in the talent marketplace. In this article the authors first provide an overview of the major stakeholder (e.g., employers, postsecondary education, and learners) needs and challenges that data and technology are being used to address as well as related innovations that are providing the building blocks for an emerging data and technology infrastructure. They then provide an overview of the newly launched T3 Innovation Network (a recently launched partnership between the U.S. Chamber of Commerce Foundation and Lumina Foundation), its guiding principles, and its first two phases of work that is forging a shared vision and guidelines for an open, public-private data and technology infrastructure. In the network all learning counts, competencies are the new currency, and learners and workers are empowered with their data. The article concludes with an invitation to join the growing movement.
