Abstract | The author recommends to Congress that central planning agencies restrict their efforts to determining the roles and missions of higher education and that each state decide which of its other agencies should concern itself with operational questions and comprehensive institutional planning. Five characteristics of effective long-range educational planning are discussed. (DC) |
