AbstractIn this article, Kelley and Mead consider changes in the policymaking process in Wisconsin before the election of Governor Walker, in the early years following his election, and in the months preceding passage of the 2015-17 biennial budget. Kelley and Mead argue that in Wisconsin, serious and significant attacks to public education motivated by ideological and financial interests led to the emergence of counter-networks and the reorientation of professional educators and community groups to activate politically to influence public opinion and legislative outcomes. This study illuminates the activation of professional administrator groups, professional educator leadership in public, media and legislator engagement, and a public education network linking emergent grassroots parent and community groups. The success of these efforts into the future depends on the stamina of public educators and community groups to maintain a strong committed presence in the public eye and a consistent and clear message about the importance of public education. Even with these developments, the authors anticipate continued interest and involvement of deep-pocket conservative groups interested in advancing their agenda. In recent elections in Wisconsin, these groups have succeeded in controlling messaging and public opinion. Whether grassroots campaigns and local initiatives can successfully fight these deep-pocket interests remains to be seen. (ERIC).
