AbstractThe authors, Kahlenberg and Potter, investigate the changed role of charter schools and how state boards can assist in the return to the original vision. When jumpstarted in the late 1980s, the charter movement vision was for teachers to experiment with innovative approaches to educating students. The charters would be educational laboratories where students of different backgrounds would learn from each other. Along the way, charter schools went in a different direction. Originally conceived as laboratories with which traditional public schools would collaborate, charters became a force for competition, with some of their proponents suggesting they replace district schools. Evidence suggests, that the original vision had more power--that teacher voice is good for education, as is the racial and economic integration of students. Kahlenberg and Potter offer direction for state boards looking to return to the original charter vision that include: The Importance of Teacher Voice; The Importance of Socioeconomic and Racial Integration; The Need for a New Direction; and How State Boards of Education Can Support Smarter Charters.
