Abstract | In this article, Bryan C. Hassel reviews the growing charter school sector and how State Boards of Education (SBEs) and Stated Education Agencies (SEAs) have some degree of responsibility for this growing set of schools. He examines the mixed bag of theories about how to improve public education in the United States and asks why charters? Hassel reviews some of the theories of change affecting these schools and discusses the critical roles that SBEs and SEAs play related to charter schools. He goes on to highlight six ways state board members can scan the horizon for emerging issues and help their states get ahead of the curve: (1) Chronically Failing Schools; (2) High Market Share; (3) Supply; (4) Innovation; (5) Virtual Charters; and (6) Authorizing Quality.
