Abstract | The most important instructional advance in America during the 1960's was the widespread advocacy and increased use of measurable instructional objectives. In spite of this acceptance, there are still problems in specifying minimal proficiency levels and measuring the attainment of objectives. On the other hand, measurable objectives make it possible to solve persistent educational problems such as determining what ought to be taught and reporting meaningful educational accountability.
