AbstractA systematic review of literature, complemented by an analysis of state Letters of Determination, was conducted to determine how Council of Administrators of Special Education (CASE) standards might be applied to increase the quality of leadership in special education programs. Currently, there are no national credentialing standards for the role of Special Education Administrator. State-to-state variance in credentialing practices is widespread, and student outcomes for IDEA Part B coincide with their state's criteria for leaders in special education. Efforts have been made in previous studies to assess the national status on credentialing and on the use of CASE standards in leadership programs, but no prior study combined the two aspects or included Letter of Determination results as a basis for success. The synthesized literature revealed specific credentialing is linked to increased definition of a role and helps unify professional accountability. Holding Special Education Administration professionals to stringent qualifications increases the student success rates as delineated by IDEA Part B indicators, particularly for graduation rate. CASE standards exist to elevate and guide but are sporadically incorporated in preparation programs or criteria for certification even in states that employ them. As South Carolina consistently achieves Needs Assistance status and has never achieved Meets Requirements status on state Letters of Determination, developing a certification path based on CASE standards would be a prudent start to correcting this issue. Creating a national certification system, with oversight from a non-profit agency dedicated to that goal, is recommended to ensure students with special needs across the nation receive equitable services that stem from high quality leadership of the programs that serve them.
