AbstractThis descriptive qualitative case study explored how a pandemic, such as the coronavirus disease 2019 (COVID-19) impacted National Guard strategic training and education virtual learning policies. There is the lack of standard strategic level policies for virtual training and education. The specific problem is that COVID-19 adversely impacts National Guard strategic training and education. This study was aligned with the constructivist view to address the problem through the lens of eligible participants. The qualitative methodology was used to conduct the research on a sample population that included 1) individuals with a minimum of one year experience at the strategic level, 2) experience in the policy arena, 3) training and education experience, and 4) working knowledge of the National Guard. The approach for the research study was an inductive iterative analysis process within the conceptual framework to ensure data saturation which increased the creditability and reliability of this study. The thematic analysis cultivated the identification of 14 themes that included delegation of authority, learning management system, lessons learned, networking and collaboration, policy reviews, prioritization of training, required training, risk mitigation, technology adoption, technology policies, test compromise, training delivery methods, velocity of change, and working group collaboration. The evaluation of findings revealed that COVID-19 adversely impacted the National Guard strategic training and education program. The proposed recommendations for application to practice were based on findings that included: standardize virtual training platforms, establish priorities for virtual training, establish multi-level authority for virtual training, and establish cross functional teams for virtual training. The findings can be adopted to improve National Guard training and education virtual policies by establishing policies for joint training consistent with the Chairman of the Joint Chiefs joint training policy. The research concluded that this descriptive qualitative case study can help the National Guard's training and education program by applying the recommendations to practice. Collaboration of new knowledge within the education field writ large improves strategic level policy makers' decisions for virtual training and education. The training and education field writ large will benefit from data collected from personal experiences and be transferrable to polices makers in DoD and across other academic settings.
