AbstractSuperintendents as decision-makers in public school systems, in their roles of both leader and manager, have been the topic of studies for many decades (Waters, J. T., & Marzano, R. J., 2006; McClellan, R. L., Hyle, A. E., & Ivory, G. (2010). However, there is little research regarding superintendents' decision-making related to resource allocation that connects the district's mission statement to the New York State Education Department initiative for the culturally responsive sustaining educational framework. The purpose of this qualitative, comparative case study was to explore whether superintendents used their district's mission statement to inform their practices when implementing the New York State Education Department's (2019) "Culturally Responsive-Sustaining Education Framework" and whether the superintendents' allocation of resources were aligned with the mission statement. Using Heifetz et al.'s (2009) adaptive leadership theoretical framework, data were coded through NVIVO and hand-coded to identify whether the superintendents' decisions were made from the perspective of an adaptive challenge or technical problem. Data collected from two High Need/Resource Capacity and two Average Need/Resource Capacity districts in the State of New York, excluding New York City (NYC), were used for these case studies. Key findings from this study included the perceptions from the school building and district leaders, including the superintendent, in relationship to how the superintendent connects the district mission statement to the allocation of resources as it applied to the implementation planning of the roll out for the New York State Education Department's Culturally Responsive Sustaining Educational (CR-S) Framework. All 16 participants perceived the superintendent's decision-making was connected to concepts from the mission statement and the inclusion of some of the concepts, such as equity and diversity.
