AbstractWhile it is clear that not all mergers and consolidations are a success story, and some collapse under backlash from students, faculty, and other community members, the University System of Georgia (USG) has completed an astounding number of successful mergers between its institutions. This case study provides an overview of the timeline of the USG system consolidation, rationale(s), and findings about the Georgia consolidation that have not been previously reported on, including: (1) how access and equity for underserved and racialized populations were considered during the formulation and implementation of the various consolidations; (2) the way racial politics and tensions in the state played out during the consolidations, specifically during the consolidation of an HBCU and non-HBCU; and (3) the impacts the consolidations have had on student access and equity. To conduct this analysis, the author drew upon published sources and publicly available data, as well as perspectives gained through interviews with both the USG leadership involved in the initial and subsequent consolidation efforts and college presidents who presided over or witnessed these consolidations. Throughout this case study, specific cases within the University System of Georgia are highlighted to provide examples of both the typical and unique ways in which consolidations unfolded and both addressed and neglected equity and access.
