Abstract	This second section of the Annual Report of Federal Security Agency for the Fiscal Year 1945 provides the U.S. Commissioner of Education's annual report. In part II of the 1944 Annual Report of the U. S. Office of Education there was set forth a plan of organization to improve the services of the Office to American education. During the fiscal year 1945 the plan was widely and thoughtfully discussed in educational circles and in the Congress. A relatively small increase in appropriations was provided to the Office of Education with which to begin the proposed improvements in its services. Early in the fiscal year 1946 these improvements were begun by the regrouping of staff and functions of the Office in eight operating divisions. The present report for the fiscal year ending June 30, 1945, gives a brief panoramic view of the services and activities of the Office under the plan of organization existing during the final wartime year. It reflects the far-reaching relationships of the war to the activities of the Office of Education and of the Nation's schools, school systems, and colleges. This report begins with a letter of transmittal and a foreword from the Commissioner of Education.
