AbstractThe purpose of the pilot project was to investigate the benefits of an Educational Service District (ESD) Behavioral Health System Navigator to coordinate between the behavioral health and K-12 education systems to develop strategies to engage in regional partnerships to increase access to care for students who are eligible for Medicaid. The Navigator's work was built upon four core elements: (1) Coordination of Medicaid billing for schools and school districts in the educational service district (ESD) region; (2) Facilitation of partnerships across systems (state-ESD-district-regional partners); (3) Integration of service models to ensure the adequacy of system level supports for students in need of behavioral healthcare; and (4) Collaboration among the two pilots, Office of Superintendent of Public Instruction (OSPI), and other stakeholders. The report outlines the results of the 2-year pilot project (July 2017-June 2019). It begins with an analysis of the systems-level implementation of the pilot activities at both the state and regional levels. Details include the noteworthy impacts related to the Office of Superintendent of Public Instruction's improved knowledge and understanding of healthcare transformation, as well as its increased capacity to partner with the Health Care Authority (HCA) and to engage with other stakeholders to increase understanding of the publicly-funded behavioral health delivery system. It also includes a case study of each ESD's implementation of the project, viewed through the lens of the initial assumptions that predicated this work. In addition, the report summarizes the successes and challenges of the pilot sites' ability to increase access to care by exploring school-based Medicaid service delivery in K-12 settings. The report ends with a review of lessons learned and a set of recommendations to the Legislature. (ERIC).
