AbstractThis qualitative descriptive study explored what human resource leaders understood to be high-impact practices in the acquisition, development, and retention of quality teaching talent for nonurban public school districts in Texas. This study answered three research questions that included what human resource leaders identify as high-impact practices in the "acquisition," "development," and "retention" of quality teaching talent as the three major concepts of Odden's strategic management of human capital theory. Data were obtained by interviewing 12 human resource leaders of nonurban public school districts who were selected using purposeful sampling and analyzing Human Capital Leaders in Education training documents collaboratively developed by Battelle for Kids and the American Association of School Personnel Administrators (AASPA). Using MAXQDA data analysis software, the researcher initiated analysis using a deductive approach by organizing the data into Odden's three concepts. Data within each concept were then analyzed inductively for the identification of codes, themes, and subthemes. Data analysis resulted in 38 high-impact practices in 10 themes including workforce planning, organizational branding, strategic recruitment, selection, onboarding and induction, professional development, talent assessment, compensation and benefits, career advancement, and valuing teachers. The findings of this study can benefit human resource professionals in nonurban districts by recommending solutions that meet the human capital needs of their school districts. The findings also extend Odden's framework and contribute to the study of human resource theory in schools.
