| Abstract | More than one million North Carolina residents began but did not complete their postsecondary education, including some 643,000 early- and mid-career adults. More than 50,000 adults have left the University of North Carolina (UNC) System in good academic standing with 60 or more credits but no credential. In 2016, the North Carolina General Assembly offered a one-time appropriation to the UNC System Office to research and develop strategies and technology to recruit and retain these adult learners who have completed some college but not earned a degree. In 2017, the Community Foundation of Greater Greensboro, in partnership with the UNC System Office, engaged MDC to explore a community network strategy for "re-aligning services to meet the needs of nontraditional learners." These partnerships of colleges, community-based organizations, local governments, and employers help connect students to postsecondary institutions in their area and support them as they re-enroll to complete their education. This paper provides a snapshot of three North Carolina counties, looking at their workforce development initiatives, the practices of the NCWorks Career center, and the feasibility of a partway home student focus.
