| Abstract | Although rare when compared to other crimes or disasters that occur on college or university campuses, active shootings still affect educational institutions. These campus shootings are also heavily publicized in the media; therefore, everyone can see the damage these tragedies cause. However, while various strategies and plans exist to help in the prevention, preparedness, and response of natural disasters and other campus crimes, few strategies exist to prepare for campus shootings. Even though some educational institutions have strategies in their emergency plans to prepare for campus shootings, few of them cover the importance of mitigating and recovering from these strategies. Mitigation and recovery strategies received very little attention in regards to active shootings; however, they are vital steps in the planning and preparation of this type of emergency. The purpose of this qualitative case study was to understand if mitigation and recovery strategies in college and universities were lacking in emergency plans in regards to active shootings. The researcher analyzed data from six participants consisting of campus police chiefs and emergency management personnel whom were knowledgeable of emergency management processes in college and university settings. The individuals were employed at various colleges and universities within the continental United States. Data was collected using interviews which were conducted via telephone. The researcher used N-Vivo software to code the data and assist with qualitative data analysis. Recommendations for practice include the education of senior administrators on the value of mitigation and recovery strategies. Recommendations also comprise of an increase in resources to evaluate the effectiveness of mitigation and recovery strategies. Future research recommendations include a comparative study between the emergency plans of U.S. colleges and universities to higher educational institutions in other countries. It is also recommended future research focuses on the value campus law enforcement officials, emergency managers, and senior administrators place on each type of emergency strategy.
