Abstract	This study sought to bring clarity to the discussion regarding various recommendations over the past 25 years to strengthen the California Community Colleges Chancellor's Office. Using a review of historical documents and administrating a survey and using follow-up interviews, the study attempted to establish a general sense of community college stakeholders' responses to these recommendations in an attempt to identify areas of agreement and disagreement, classify perceived obstacles, potential benefits, negative impacts, and actions necessary for implementation. The study found that most respondents were interested in a Chancellor's Office whose primary role was to support the community colleges as they provide their services, do so as a facilitator instead of a regulator, and with as little interference from the Chancellor's Office, legislature and governor's office as possible. The study also reinforced a commonly understood idea that the community colleges are extremely protective of their local control. The researcher hoped to assist future policy makers in understanding the issues relating to modifying the governance of the California community college, including promoting sensitivity to the language being used to describe those modifications.
