AbstractThe complicated world of disaster management requires urban search and rescue (US&R) members to be well trained to respond to complex, unpredictable, and difficult to manage disasters anywhere in the world on short notice. Disasters are becoming more complex and difficult to manage as was witnessed by the multi-faceted disaster in Japan in March 2011. Disaster experts argue first responders are the foundation of disaster response with US&R task forces at the forefront of complex disaster response operations. The problem this study addressed was the need for first responders to be prepared, trained, and readied to respond to a disaster. The purpose of this study was to explore the experience of the United States US&R responders who deployed to a disaster to understand the phenomenon of training. Data collected from 16 US&R responders who prepared for and deployed to a disaster, domestic and/or international revealed seven training themes. The training themes were; (a) first responder building block, (b) hazardous materials (HAZMAT) incident and equipment, (c) responder experience, (d) all-hazards, (e) radiation/nuclear incident, (f) water environment and equipment, and (g) realism. Specific recommendations include; disaster preparedness training should implement a novice to expert methodology, and a national training standards. The results of this study provided detailed and rich data for leaders of first responder communities to improve training and address policy, procedures, and funding for US&R disaster preparedness.
