AbstractThe education policy and philanthropy communities to date have placed a premium on funding charter schools that have high concentrations of poverty and large numbers of minority students. This report asks: Might it make more sense for foundations and policymakers to embrace a variety of approaches, including efforts to demonstrate the feasibility and value of racially and economically integrated charter schools? This report starts with the premise that racial and economic diversity is an important value in education, and that traditional public schools have largely failed to achieve this goal, for a variety of reasons. The charter school movement is uniquely positioned to lead innovation in this area and demonstrate both the feasibility and benefit of an integrated learning model--even in areas where public schools are constrained by residential segregation. At the same time, the authors believe there is value in trying different approaches to innovation in charter schools, rather than pursuing a one-size-fits-all approach. This report (1) outlines the current priority given to high-poverty charter schools in public policy and among funders; (2) considers rationales for adding to this approach charter schools that explicitly seek diversity; (3) provides examples of successful integrated charter schools; and (4) sketches some proposed policy and funding changes. Profiles of Diverse Charter Schools are appended. (Contains 33 figures, 6 tables, and 37 notes.) (ERIC).
