Abstract	The goal of the current study was to conduct a formative evaluation of a female adolescent empowerment program. Participants were recruited through a mail survey. A total of 32 school counselors (response rate 40%) participated. The following questions were investigated: (1) What do the school counselors perceive as the strengths and weaknesses of the conference? (2) From the counselors' perspective, what is the impact of Empowering Young Women Conference (EYW) on adolescent conference participants? Do participants achieve any of the conference goals? (3) How do school counselors choose adolescents attending their school to participate at the conference? (4) What approaches and processes do school counselors and student participants utilize in the implementation of the train-the-trainer model post conference? (5) Do school counselors report gaining anything on a personal level from their participation in the conference process? Overall, the research findings indicate counselor and student implementation and follow-through of the conference were variable, as was the selection of student participants. Counselors perceived that the EYW steering committee did not adequately provide the counselors and student participants with information, materials, and resources; therefore the counselors and student participants were not effective in implementing the EYW goals and message at the school level. However, the conference provided student participants with a sense of connection, meaningful experiences, and experiences connected to leadership possibilities. Additionally, the conference reminded school counselors about the importance of female development. Counselors took pride in watching their students feel empowered, and enjoyed the opportunity to engage in female bonding during the conference.
