AbstractToo many freshmen students remain mired in the ninth grade, presenting a growing problem for America's secondary schools as they struggle to improve high school completion rates. In an effort to stem the tide of high school dropouts, a southeast Texas suburban school district with five comprehensive high schools engaged in a systemic reform effort using as its basis the Rigor and Relevance Framework developed by the International Center for Leadership in Education. The data collected on failure rates in core classes, promotion rates, student attendance, passing percentages on state assessments and teacher and student perception surveys, were disaggregated for First Time Freshmen, Repeat Freshmen, by ethnicity, economic status and Limited English Proficiency. The case study analyzed the different approaches taken by each campus to address the unique needs of its student population. Results of the district wide initiative, though mixed, were dependent upon the readiness and capacity of its principal and teachers and the emphasis of the campus plan during the first year of implementation. The research suggested initial progress toward the district's goal to improve freshman advancement toward on-time graduation.
