AbstractThe Balika Shivir, a six-month, non-formal, residential, education program for illiterate adolescent girls was an intervention strategy used to reach a traditionally underserved and marginalized population in rural western India. The primary objective of the Balika Shivir was to impart literacy and numeracy skills to attending girls, and to facilitate their entry into formal school. Along with this, emphasis was placed on conducting the Shivir in a manner that facilitated girls' development of a sense of self, their critical reflection on women's role and status in local communities, and empowering them to function as change agents in their communities. This dissertation is an ethnographic case study of the Balika Shivir and focuses on understanding its functioning and local relevance. The primary research focus was to determine the core pedagogical features of the Shivir and the demands made on the teachers and girls in this short-term educational program. The researcher also investigated the extent and nature of the educational experiences of a few former shivir graduates within their local communities. Analyses of the Balika Shivir's pedagogy drew primarily upon sociocultural learning theory and the literature on education for girls' literacy and empowerment. The findings indicate that the Balika Shivir was remarkably successful in meeting its academic goals. This success was due in large part to how it functioned as a learning community and community of practice. There were definite indications the Shivir was successful in meeting many of its immediate social change and empowerment goals, although these were compromised to some extent by its increasing academic focus and success. At the time of this study, it was premature to gauge the extent to which the Balika Shivir had been able to foster lasting long-term literacy skills and critical change in girls' perspectives of social and gender issues in their communities.
