Abstract	In "Designing Incentive Systems for Schools"--a paper presented at the National Center on Performance Incentives research to policy conference in February--Derek Neal, professor of economics at the University of Chicago, discusses three challenges endemic to public schools that impact the design of incentive pay systems: (1) Defining the intended outcomes of public education is a challenging and complex task; (2) Existing assessment tools cannot completely identify and measure the contribution of specific teachers--or even schools--to student learning; and (3) True market forces do not exist in the public education system. Given these challenges, Neal argues it is important to consider which incentive pay designs may be more or less successful in public education. He recommends incentive systems that measure and reward schoolwide performance based on rank order tournaments of comparable schools.
