AbstractIn 2004, The Friedman Foundation for Educational Choice published a report titled "Grading Vouchers: Ranking America's School Choice Programs." Its purpose was to measure every existing school choice program against the gold standard set by Milton and Rose Friedman: that the most effective way to improve K-12 education and thus ensure a stable democracy is to separate government financing of education from government administration of schools. Government, they argue, should provide funds for every child to receive an education, and the role of government in education should be limited to ensuring that schools meet minimum standards for things such as health and safety. This paper presents a new edition of the "Grading Vouchers: Ranking America's School Choice Programs" report. Given the ever-changing nature of the school choice landscape, the Foundation believes that an updated edition of this report is necessary, as it is critically important to periodically reevaluate existing school choice programs by the Friedman gold standard. A second reason for this new edition of the report is to improve it by refining the Foundation's grading criteria. Thirdly, two new features have been added: Adequate Yearly Progress and Room for Improvement. Finally, the Foundation wants to reaffirm its commitment to the gold standard of educational freedom established by Milton Friedman. (Contains 6 figures.) (ERIC).
