Abstract	During the past year, the state of Michigan has made noteworthy changes in the accountability system used for NCLB. Partly as a result of these changes, the number of schools identified for restructuring has changed since the previous year. In addition, the state has continued providing various types of assistance to schools in restructuring. This report describes Michigan's efforts to assist schools in restructuring during school year 2008-09 and reports on the state's implementation of a growth model to measure student performance for purposes of accountability. Case studies of restructuring were conducted in four districts--Detroit Public Schools, Flint Community Schools, Harrison Community Schools, and Willow Run Community Schools--and in nine schools within these districts. Several key findings emerged from the analysis. The report finds that the growth model is helpful in elementary and middle schools, but not applicable to high schools. More high schools are restructuring, but none of the restructuring schools that made AYP based on 2007-08 testing served high-school-age students. Similarly, three of four case study districts have seen elementary and middle schools move out of restructuring and high schools move in. Benefits from restructuring for elementary and middle schools are attributed to state supports--including school audits, Process Mentor Teams, coaching for school leaders, and extra professional development for principals and coaches--combined with district and school-level restructuring efforts tailored specifically to schools. Finally, while there have been additional assistance for schools in improvement and high school needs, there has also been decreases in local funding due to state and local budget shortfalls.
