AbstractThis document represents the annual report card of the U.S. Department of Education's efforts and outcomes during fiscal year 2007. This year's report builds on efforts to increase transparency, and more effectively communicate goals and objectives. The report emphasizes achievements and challenges associated with implementing the Department of Education's new mission statement: to promote student achievement and preparation for global competitiveness by fostering educational excellence and ensuring equal access. The report includes required information and assurances about the Department's financial management systems and management controls. These systems and controls provide reasonable assurance that the objectives of the "Federal Manager's Financial Integrity Act of 1982" are being met, with two exceptions related to Information Security and Program Management Controls that are discussed. The Department is setting high expectations for itself with the creation of crosscutting goals focused on excellent management practices, fiscal integrity, and a culture of high performance. In support of these management goals, the Department has invested significantly in developing a Department-wide management tool designed to ensure that strategic priorities are aligned across the principal offices, that high standards of performance are set, and that the Department achieves its commitments.
