AbstractThis report shows that Southern Regional Education Board (SREB) states are making progress in developing school leadership systems to ensure that every public school has a principal who can improve student performance, but states need to accelerate their efforts in order to meet their own achievement goals. The report calls for a new generation of school leaders who look beyond administrative tasks and put curriculum and learning first. The report recommends seven policy strategies to accelerate progress: (1) say what you mean about school leadership; (2) choose the right people for the job; (3) get university leadership programs on track; (3) make sure aspiring principals learn on the job; (4) use licensing power to drive reform; (5) cast a wider leadership net; (6) make low-performing schools a top priority; and (7) learn from the pacesetters. It concludes that SREB states are making progress in developing systems to ensure that every school has leadership that improves student performance, but more work remains. No SREB state has made substantial progress in creating a learning-centered school leadership system. Yet the redesign of state school-leadership systems in Alabama, Louisiana, Kentucky, Tennessee and Virginia--plus the strategies a few states have used to strengthen specific components--provide models that many states can use.
