Abstract | This consumer guide, for the first time ever, provides comparative ratings on the effectiveness and quality of seven widely adopted Education Service Providers (ESPs)--nonprofit or for-profit organizations that contract with new or existing public, charter, or private schools and/or school districts to provide comprehensive services. This report continues the Comprehensive School Reform Quality (CSRQ) Center's efforts to issue reports that help education decision makers sort through their options for whole school and district improvement. The report explains how the CSRQ Center reviewed models on five categories of quality and effectiveness, including a description of the process to establish the rating system, an overview of the rating process, and an explanation of the ratings. In keeping with the consumer orientation of the report, the use of technical jargon was kept to a minimum to provide clear, straightforward discussions of the methodological issues involved in conducting the reviews. The "Methodology" section reviews the scientific procedures that were followed to produce this report. Narratives are given of seven schools that met the Center's standards. Those schools not meeting those standards are profiled in appendices. An appendix also contains a letter from an ESP that commented on the accuracy of the CSRQ Center's review, useful to consumers for consideration in making decisions about adopting a model.
