AbstractOn the heels of the President's call in his State of the Union Address for Congress to reauthorize the No Child Left Behind Act, which turned five in January 2007, U.S. Secretary of Education Margaret Spellings has released this report, which is designed to provide additional tools to schools and educators to help American students read and do math at grade level by 2014. It would strengthen efforts to close the achievement gap by giving states more flexibility to measure and increase student progress; encourage rigorous coursework, particularly in math and science, in our nation's high schools; and provide new options and choices for families whose children remain in underperforming schools. This report maintains that to ensure students' success, NCLB's results will be built in the following ways: (1) A stronger effort must be made to close the achievement gap through high state standards and accountability; (2) Middle and high schools must offer more rigorous coursework that better prepares students for postsecondary education or the workforce; and (3) States must be given flexibilities and new tools to restructure chronically underperforming schools, and families must be given more options. The report thus details five policy proposals: (1) Every Child Performing at or Above Grade Level by 2014; (2) Flexibility for Innovation and Improvement; (3) Challenging Our Students and Preparing Them to Succeed; (4) Helping Teachers Close the Achievement Gap; and (5) Strengthening Public Schools and Empowering Parents.
