AbstractStudents benefit from a year or more gain in student achievement when urban district and high school leaders commit to the implementation of the "High Schools That Work" ("HSTW") design. It is not enough to be a "HSTW" site--it is about taking effective actions to implement the design. Schools that do take action witness significant progress in student achievement, regardless of the demographic composition of their students. Urban schools that made the most progress in raising student achievement have taken actions to have more students complete the high level academic core curriculum and to have more students in English, mathematics and science classrooms where research-based teaching strategies are used. They set higher expectations for their students and provide quality and timely extra help to students to meet higher academic standards. A key factor for success is having open, strong and supportive leadership at the school level that involves teachers in understanding the school reform design. The conclusion: the more effort urban high schools put into implementing the "HSTW" design, the more likely they are to improve student achievement. Appended are: (1) Computation of Implementation Levels of High Schools; and (2) Computation of Changes in the Implementation Level of High Schools between 2002 and 2004.
