Abstract | This report presents an assessment of the implementation and the two-year impacts of a program in Texas that aimed to promote job placement, employment retention, and advancement among applicants and recipients to the Temporary Assistance for Needy Families (TANF) program. The program in Texas is part of the Employment Retention and Advancement (ERA) project, which is testing 15 programs across the country. Most of the employment outcomes presented in this report cover the first two years after individuals entered the program. The results include the program's effects on employment levels and stability, earnings, and advancement in the labor market. These results are important but are not the final word on the program, as MDRC will track employment outcomes for the study's participants for a total of three years. The following are appended: (1) Supplementary Table for Chapter 1; (2) Notes for Tables and Figures Displaying Results Calculated with Administrative Records Data; (3) Examples of Employment-Related Measures Analyzed in This Report; (4) Notes for Tables and Figures Displaying Impacts Calculated with Responses to the ERA 12-Month Survey; (5) Supplementary Tables and Figures; and (6) Texas ERA 12-Month Survey Response Analysis. (Contains 45 tables, 16 figures, and 8 boxes.) [Additional funding for this document was provided by The Starr Foundation.] (ERIC). |
